Principal’s Failing School and Stellar Ratings – The Inverse Graph of Accountability

The other day I was interviewed for two hours for a documentary pertaining to “School Closures”. The backdrop was the school I was exiled from for over 420 days, Berta Dreyfus IS 49. “But Mr. Portelos, your school is not on the school closure list.” Right, but don’t tell me it hasn’t been neglected and primed for closure. In fact the only school to ever be closed in Staten Island is just down the block. Imagine the chaos in the neighborhood if they closed two schools. Not that it would stop them. I’m sure the CEC in District 31 would put up a fight. Actually I question if they would as I have been informing them of the issues at IS 49 for over a year and they have donenothing to help us.Not even mentioned in meeting minutes.

If they decide to close our school, the talented teachers in the building will get the hit as per Deputy Chancellor Shael Suransky states in this video:

In any case I wanted to see what rating my Principal was getting at the end of ever year since she took over in March 2005.

I sent the following simple request to the FOIL department.

I mean you look at this and you say “Portelos, I think you have her all wrong.

OK, now lets compare with other stats.

Enrollment -DECLINE:

Berta Dreyfus Enrollment Drop

Even though we used to have over 1,200 students and now have about 860, something was happening right and she continued to exceed expectations and standards.

Discipline and Incidents – RISE:

from FOIL I received.

During the 2008-2009 spike in incidents former District 31 SuperintendentMargaret Schultz rated Principal Hill Exceeding expectation. Maybe she knew it could be worse like it was last year at 1,283 “reported” incidents.I emphasize the word reported as this year was by far our worst year in discipline issues as per veteran teachers in the school and we are looking to end the year just under 600 reported incidents. Another post to follow on that farce.

Achievement – LOW:

In 2011 to 2012 she still met standards as rated by Superintendent Erminia Claudio even though our grade dropped. Or maybe the rating came out before the progress report.

In 2009 we dipped to our lowest ranking for NY State middle schools, but again Principal Hill “Exceeded Expectations”

Currently Ranked 939th Middle School out of 1,124 in NY State.

Reports on IS 49 conducted by the City and State:
I was going to merge all the ratings and stats into one graph and show off my Excel skills, but I think you get the point.
My personal feeling as a community member was that she was appointed to IS 49 in Staten Island from Pershing in Brooklyn via the Leadership Academy and was expected to keep the school and the community down. If that was the expectation by Edward Seto, Margaret Shultz and all these involved who placed her, then these ratings are just about right.

I was just informed that Principal Hill and the CFN worked out the numbers and decided to get rid of two of the three remaining art teachers in the school. I also heard that she got rid of another guidance counselor making it the second in two years. No worries. I’m sure two guidance counselors can do the job that four were doing in a high needs school such as ours.

Walcott and other Tweedies need to be taken away in hand-cuffs for the educational neglect that they are allowing.’m slated for termination for speaking out about the issues via this site here.
